Frank Jugo
Frank Jugo brings decades of leadership, financial, and organizational experience, including 38 years with the Internal Revenue Service, where he rose from a GS-4 to Area Director, overseeing 13 states and more than 5,000 employees, along with senior leadership roles with H&R Block, managing one of the company’s largest territories with approximately 150 tax professionals.
Frank is semi-retired and owns a tax preparation practice, where he continues assisting clients with tax preparation, tax planning, and IRS representation. He does not advertise his practice and, for the past four years, has maintained a waiting list of individuals seeking to become his clients.
A Republican for over 50 years and a Maricopa County Republican for more than 25 years, Frank has supported Republican candidates at every level, backed the Republican platform, supported his LD, proudly served as a Captain for the Trump Force 47 Campaign, and handed out countless Golden Tickets. He served as a PC and PC Captain in the Desert Vista Precinct for over 10 years, working directly with voters at the grassroots level, and his neighbors in the precinct know him well and welcome his conservative Republican views.
Frank’s values are grounded in his faith in God. He believes in secure elections—One Day, One Vote, Paper Ballots, Hand-Counted—and in conservative Republican principles such as secure borders, the Second Amendment, and protecting women’s sports. As Treasurer, he delivered transparency and accountability and helped restore trust in LD operations.
Frank is married to Joy Jugo, a CPA and attorney, who is his partner, best friend, and soul mate. He met Joy on the dance floor in Houston in 1990, and they both still remember walking toward each other for their first dance, a moment Frank says he knew she was someone special—even after learning she was leading an IRS audit team against his side. Frank still jokes that he occasionally has to remind Joy that he’s supposed to lead.
Outside of politics and taxes, Frank enjoys shooting pool, traveling, cruises, movies, photography, videography, playing Hearts, watching Republican news shows, going out to dinner, dancing, and hosting parties and entertaining guests in their home. He especially enjoys teaching taxes in a humorous, practical way—though he freely admits he does not enjoy required CPE classes or defensive driving courses.
Frank believes in listening, respect, and short, professional meetings focused on winning the midterms. He hates unproductive meetings where people attack each other rather than focus on solutions, unity, and the shared goal of electing conservative Republicans. He regularly seeks out others’ viewpoints, makes thoughtful, non-dictatorial decisions, selects the right people for the right roles, and prepares them for success.

Kelley Speer
Kelley Speer is a dedicated citizen servant who believes that meaningful political change begins at the local level—in our school boards, city councils, and community institutions. She is committed to restoring honesty, transparency, and moral courage to the Republican Party, ensuring that leadership remains accountable to the people rather than the system.
A veteran of the United States Air Force, Kelley served for 26 years as an E8, where she acted as a vital liaison to the troops and provided strategic advice to seven squadron commanders. Her extensive military experience has equipped her with a unique ability to lead with respect, listen with intent, and empower others to succeed.
As 2nd Vice Chair, Kelley’s mission is to provide LD29 members with the voice, training, and confidence necessary to reclaim local institutions and build a stronger, more united, and solution-oriented Republican Party from the ground up.
